We are happy to report that ATCO was successful in switching Jasper from the temporary generator system to the transmission line. Jasper now has sufficient, stable and reliable power, and we are able and eager to safely welcome visitors back to the community.

Thank you to the residents and businesses in the town of Jasper for all your patience and understanding while we work on restoring power.
We have made great progress in repairing our infrastructure and we are at the point where we are able to energize the line and move from the temporary generation system back to the transmission system. Starting Wednesday, Sept. 14 at approximately 1 am, we will be moving the town back to the transmission system in a phased approach. If this goes well, we will also start moving the outlying communities back on the transmission system. We continue to have the temporary generation system remain in place for backup.
Businesses that have voluntarily acquired their own generators are reminded that they are responsible to ensure it is safely tied into the system. If this connection to the generator is on the ATCO side of your main breaker, please let us know by calling 1-800-668-5506 and we will inspect the site when the generator is removed to ensure the safety of your service and our system. Not doing so can cause additional risk to you and your employees.

High-volume sprinkler system
With effective firefighting efforts preventing southward spread of the Chetamon wildfire for the last 5 days and reduced fire
potential due to the cooler forecast this week, extensive fire contingency measures are no longer needed. Contractors will begin to dismantle the high-volume sprinkler system on Pyramid Bench on Tuesday, along with facility protection sprinkler systems on the waste water treatment plant, the Palisades Stewardship Education Centre, and Snaring Campground.

The Chetamon wildfire, burning east of the townsite, has damaged the main power line bringing electricity to the town of Jasper. The community started to experience power interruptions on the afternoon of Sunday, September 4th.
ATCO continues to stabilize power available to the town through generators while they repair the main power line. There
is currently a reduced power supply available in Jasper and we may experience intermittent outages. Decreased visitation has helped maintain sufficient power to the community.
Some businesses have closed while others remain open. Some businesses are using their own generators while others remain connected to ATCOโs power supply. ATCO expects that some businesses will connect into their generators to operate, and has accounted for this in their power load management. Businesses are not subject to any formal restrictions, and are encouraged to make their own decisions and conserve power as best they can. We appreciate that everyone is doing their best during a challenging time.

To conserve power for the community of Jasper, Parks Canada has closed campgrounds and reduced visitor services. The Municipality of Jasper is keeping several facilities closed including the Aquatic Centre and the Arena. The Fitness Centre, a LEED Certified facility, uses very little power and is now open.
The townsite is experiencing smoky conditions again today. Parks Canada has indicated that the smoke in town is drifting from different wildfires burning in British Columbia and the United States.

We continue to maintain power in the town of Jasper through our generator system. Thank you to all the residents and businesses who are continuing to conserve energy and to those who are changing their travel plans and not visiting Jasper at this time. our system. However, the generator system is complex and continues to not be as reliable as the transmission system which may lead to intermittent power outages. Our crews continue to monitor the system and deliver the best outcome and reliability under these circumstances.

Our construction crews are still continuing their efforts to rebuild damaged power lines and structures in areas that are safe to access. Again, the timing of rebuilding the system will depend on the ever-changing conditions of the fire.

The estimated size of the Chetamon wildfire is approximately 5800 hectares.
Parks Canada has more than 125 firefighting personnel and nine helicopters dedicated to reducing the risk of the Chetamon wildfire impacting critical infrastructure and communities. No communities are threatened by the Chetamon wildfire at this time.
Despite moderate to strong winds on Sunday, firefighting ground crews and helicopter bucketing held the Chetamon wildfire to previously established control lines on both the north and south ends. Parks Canada is also working with ATCO to facilitate safe and rapid access, material staging, and danger tree removal for power line repairs.
Ground crews are working their way into accessible terrain and setting hose lines to extinguish active areas along priority perimeter locations. Crews and helicopters are also working to extinguish hot spots within the perimeter. Firefighting crews and specialists from British Columbia and Alberta are supporting Parks Canada firefighters who have arrived from coast to coast.
Smoke
Current conditions in Jasper are smoky. Smoke is drifting from wildfires in British Columbia and the United States. The direction and amount of smoke depends on the weather and changes in wind direction.

No drone zone
Several drones have grounded all aircraft during peak wildfire operations. Flying drones in a national park, especially near a wildfire, endangers the lives and well-being of everyone working in the area. Using recreational drones in Jasper National Park is dangerous and illegal, carrying a maximum fine of $25,000.
Campground closures and reduced visitor services
Parks Canada asks visitors to consider making alternate plans until regular power and services are restored to Jasper in the coming weeks. Until the ATCO transmission power line can be repaired, Jasper will experience intermittent power outages and a reduced power supply.
To conserve power in Jasper, campground reservations are currently closed. Whistlers and Wapiti campgrounds are temporarily closed until September 25, 2022 (inclusive). People with reservations within and overlapping that time period will be contacted through the reservation system and refunded automatically.
It is always illegal to camp in a national park without a permit.

Due to the Chetamon wildfire burning east of the townsite, the main power line bringing electricity to the townsite of Jasper was damaged. ATCO continues to work on restoring power to the community through generators while they repair the main power line.
Until the main power line has been repaired, the townsite is connected to
generator power which is not as stable or reliable. Residents and businesses have been experiencing power outages since early in the morning of Monday, September 5th.
ATCO continues to work on restoring power to the community through generators. At this time, 100% of the Jasper townsite has received consistent power from the ATCO generators for 18 hours. Saying that, the power remains unstable and there will be intermittent outages over the coming weeks while ATCO repairs the main power line.
To conserve power in Jasper, the Municipality of Jasper will be keeping several facilities closed. We urge all individuals and businesses to continue to conserve as much power as possible.
While we typically welcome visitors with open arms, now is not the ideal time to visit Jasper. We cannot provide reliable and stable power and the Chetamon wildfire remains active. Visitors who can change their travel plans are recommended to do so.

Please note that due to the complexity of the generator system, you may still notice intermittent power outages. Our crews continue to monitor the system and deliver the best outcome and reliability under these circumstances.
We are still asking residents and businesses to conserve energy during this time to help maintain the system. These measures include:
- Turning off unnecessary lights and electrical appliances
- Minimizing the use of air conditioning or space heaters
- Reducing the use of major power-consuming appliances, such as washers, dryers, stoves and dishwashers
- Using cold water for washing clothes

The town of Jasper continues to face the challenge of the total loss of transmitted grid power to the entire community.
As ATCO continues work to restore power to all segments of the community through generators, and has achieved some welcomed success, the limitations of the temporary generators remain evident.
For electric power restoration, the Municipality of Jasper has prioritized, in order: critical infrastructure; residents; essential services - which includes gas
stations, grocery stores, banks, and pharmacies; and other commercial users. These priorities will guide all required decision-making regarding the allocation of available power within the community.
We anticipate that intermittent outages will continue so long as we remain connected to generator power, which ATCO has indicated will be for the next few weeks. We urge all individuals and businesses to continue to conserve as much power as possible.

At this time, 90% of the Jasper townsite has received consistent power from the ATCO generators for over 20 hours.
Saying that, anticipate that there will be intermittent outages over the next few weeks. These outages have impacted essential services including food and gas, which will continue to be limited as the power remains unstable.
While we typically welcome visitors with open arms, now is not the ideal time to visit Jasper. We cannot provide reliable and stable power, and the Chetamon wildfire situation is evolving rapidly. Any visitors who can change their travel plans are strongly recommended to do so.
The Municipality of Jasper and Parks Canada are working together on short to mid-term contingency plans to ensure essential services such as fuel and food in grocery stores remain available. We are also endeavouring to ensure our seniors and vulnerable population are looked after, should another extended power outage take place.
ATCO is still assessing damage, however, has confirmed the extent of the known existing damage to the overhead transmission line will take โweeksโ to repair.
To reduce load and allow more parts of the community to receive power, the Municipality has reverted to operating the Wastewater Treatment Plant with its own back-up generator capacity. We are still without reliable, consistent generator power supplied by ATCO, and current power to the community will be redirected to the Wastewater Treatment Plant if required.
If power demand exceeds capacity, we will be required to make decisions to limit demand to ensure critical services can be supported.

We understand that some residents are questioning why we havenโt declared a State of Local Emergency (SOLE) and wanted to provide some context around what declaring a SOLE means, and why we do not need one at this time.
Declaring a State of Local Emergency would grant us special powers to do things such as:
order an evacuation;
control the distribution of essential supplies (such as food or gas);
authorize entry into any building or land without warrant;
demolition or removal of any trees or structures;
procure or fix prices for food, clothing, fuel, equipment, medical supplies, etc.;
use of any property, services, resources, or equipment; and
conscription or make an order for the conscription of persons.
Because we currently do not require the above actions, we are not considering declaring a State of Local Emergency at this time. A State of Local Emergency does not need to be declared in order to receive disaster recovery funding.

PARKS CANADA UPDATE: Chetamon Wildfire Update โ Jasper townsite protections in place
Note: Parks Canada will share future Chetamon wildfire updates before noon each day. Additional updates will be provided when new information is available.
The Chetamon wildfire is now approximately 5600 hectares.
Parks Canadaโs top priority remains taking proactive measures to ensure the protection of public safety and critical infrastructure and protecting communities from future potential growth of the Chetamon wildfire. No communities are at risk of wildfire at this time.
Firefighters are testing a large-scale high-volume sprinkler system now in place on Jasperโs Community Fire Guard. When pumping water, this system produces an equivalent of 30 mm of rain in less than an hour. It will proactively protect infrastructure within the townsite if needed.
On the fire perimeter, firefighters successfully burned off brush and trees with hand torches to remove forest fuels and further secure the protection line south of the wildfire. There is still potential for spotting and wildfire spread further upstream along the Snaring River.
Alberta Wildfire is supporting Parks Canada by providing airtankers for evaluation and fire suppression. Low winds on Thursday allowed Alberta Wildfire airtankers to again make two successful retardant drops on the north end of the wildfire. This will allow for safer helicopter operations but may also create smoke along Highway 16.
Parks Canada and the RCMP are prepared to use traffic control on Highway 16 to ensure highway safety in accordance with a highway traffic safety plan. A highway closure is the last resort. The Government of British Columbia is also providing firefighter support. A twenty-person firefighting crew arrived on Thursday.
Forecasted winds may push smoke into the townsite of Jasper and cause some additional southward fire spread. Weather forecasts into the weekend call for dry and hot temperatures and strong winds on Sunday. This could intensify fire behaviour and increase wildfire growth on the weekend. That combination can make conditions unsafe for firefighters on the fire perimeter, which makes aircraft suppression tactics the only direct way to slow the spread.
Power Outage
Parks Canada asks visitors to make alternate plans until regular power and services are restored to Jasper. The Municipality of Jasper and outlying areas have been experiencing extended power outages since 4:00 am on Monday, September 5. Electrical power, when available, is currently focused on critical and essential services only. Your support has been invaluable and emergency management teams from the Municipality of Jasper, Parks Canada, and ATCO are grateful for your support. We are happy to report that inter-agency collaboration has been very effective and aligned in priorities.
We are writing to share with Jasper residents that our focus and priority is to keep critical infrastructure
running, so we can continue to provide water, wastewater and emergency services to the community. Without these services in place, we could not allow residents to remain in their homes.
Our second priority is to restore power to residents. As you already know, powering the community with generators has proven to be a challenge. We are likely to see more frequent outages and brownouts until we get back on the main transmission line. We must conserve energy to ensure power can be maintained for as many Jasperites as possible.
While we are experiencing some challenges, between existing emergency generators (municipal and others) and the ATCO generator system and resources, we do believe we can maintain basic services to keep Jasper residents in their homes. We will be providing timely updates if the situation changes.

ATCO has confirmed the extent of the existing damage to the overhead transmission line and provided an estimate that it will take โweeksโ to repair.
To reduce load and allow more parts of the community to receive power, the Municipality has reverted to operating the Wastewater Treatment Plant with its own back-up generator capacity. We are still without reliable, consistent generator power supplied by ATCO, and current power to the community may be redirected to the Wastewater Treatment Plant if required.

The Chetamon Wildfire is still active and will progressively become more intense in the coming days. If the wildfire area doesnโt receive significant rain, further damage to power supply infrastructure remains a possibility โ as is a potential wildfire threat to the community.
Jasper residents and businesses have demonstrated remarkable adaptability, resilience, and calmness in the face of the present calamity. But even as parts of the town become re-energized, those admirable characteristics must continue.

The Municipality of Jasperโs Operations Department will be providing 7 days of daily solid waste pick up to accommodate anticipated food spoilage due to the extended power loss. Alberta Health Services has shared some information on perishable foods.

โYesterday our crews began the 2nd phase of power restoration to the Town of Jasper. By late afternoon, we successfully reenergized critical infrastructure to the Town. Technical difficulties throughout the day and evening delayed the restoration of power to other parts of the townsite, but power to half of Jasper was restored late last evening. Our crews are working as quickly and safely as possible and continue to take direction from the Municipality and Jasper Parks on the restoration of power for the remaining sites.
Switching generators into a utility system is very complex and we anticipated these types of challenges. To safely transfer power, small loads of electricity is added into the system and needs to stabilize before proceeding to add the next load. The protection and controls of integrating generator power into the system is extremely challenging and the safety of the community and our people continues to be our first priority during these critical times. We also ask if personal generators are connected into the ATCO system that they only use approved equipment and are tied in by a certified electrician to eliminate any back feed into the system. By not doing so, this causes additional risk to you and our employees.
Yesterday we were also able to complete a partial evaluation of the damage to our transmission line. Currently there are 18 structures damaged due to the wildfire and we expect to have a complete analysis of the impact of our infrastructure by this evening. Once weโre able to complete the full assessment of the damage, we will enact our infrastructure rebuild plan. Rebuilding of the transmission infrastructure can take up to several weeks and residents and businesses can expect to be on generator power during this time.
Again, we want to remind residents and businesses once power has been re-established, conservation of power is extremely important as the reliability of generator power can be unpredictable. Simple energy saving measures can help reduce the potential of unplanned power outages.

We recognize the challenges and frustrations you are feeling and appreciate your understanding as we work to restore more enhanced power services to the town. Many Jasperites have been using fuel-burning tools and appliances, Alberta Health Services has some tips on the safe use of these:
Have all fuel-burning appliances (such as oil or gas heaters, stoves, water heaters, and space heaters, fireplaces, and wood stoves) inspected each year.
Check chimneys, flues, and vents regularly to make sure they are in good shape, properly connected, and not blocked.
Never use a kerosene or propane heater in an enclosed area, such as a camper, motor home, trailer, or tent.
Never use a gas or charcoal grill indoors.
Never use a gas oven to heat your home.
Do not close a fireplace or stove damper before the fire is completely out.
Do not use gas-powered generators, lawn equipment, or engines in enclosed areas.

โAround 11:30 a.m. we experienced an outage to the generator power in the Town of Jasper. We are using this outage as an opportunity to ramp up the power restoration process and proceed to the 2nd phase. The planned outage originally scheduled for 1 p.m. today has been cancelled. We expect power to be restored to critical infrastructure sites by mid-afternoon today. The sites included in the first phase of restoration will include the hospital, Jasper Activity Centre, the wastewater treatment plant, water wells, water treatment plant and traffic lights.
Once power to the critical infrastructure is in place, we will continue to work under the direction of the Municipality and Parks Canada on a phased approach to extend power to segmented areas across town. Power restoration to the area is expected to be complete late this evening.
When power is restored to the community of Jasper, residents and businesses in Jasper can reduce the potential of rolling blackouts or brownouts by conserving energy use. Generator power does not have the same reliability, so simple energy conservation measures are required. Residents and businesses should be prepared for potential unplanned outages over the coming days. The Municipality of Jasper, Parks Canada, and ATCO are working to continue the transition to generator power tomorrow (Tuesday) evening. The power available will only support the townsite, which means that campgrounds and outlying accommodations will experience a longer power outage.
We will provide another update tomorrow with tips on how to conserve energy. We will need everyone to do their part to keep consumption low so we can restore power to as many Jasperites as possible.

The Municipality of Jasper, Parks Canada, and ATCO are working to continue the transition to generator power.
ATCO reports that there will be a planned outage starting at 1:00 p.m. today to safely bring in the additional load into the system. We will then begin further power restoration to the area which will be a phased approach. Critical infrastructure will be powered first and then power will be extended out to segmented parts of the town. If all goes as planned, ATCO expects power restoration by late this evening.
ATCO stresses that once power has been reestablished to homes and businesses, itโs imperative that residents conserve power. Generator power does not have the same reliability when powering from the Alberta grid, so simple energy conservation measures could dramatically reduce the potential of blackouts or brownouts.
Some of those energy saving tips from ATCO include:
- turning off unnecessary lights and electrical appliances;
- minimizing the use of air conditioning or space heaters;
- reducing the use of major power-consuming appliances such as washers, dryers, stoves and dishwashers;
- using cold water for washing clothes; and
- delay charging electric vehicles or using trickle chargers for vehicles and equipment.

ATCO has confirmed that they were successful in powering critical infrastructure. Thank you to ATCO for their efforts. Now that critical infrastructure has been powered, The Municipality of Jasper and Parks Canada will be providing direction to ATCO on a staged approach to bringing power to other parts of town. The Municipality of Jasper lost power early this morning.
We have been working with ATCO and Parks Canada to prepare for this scenario for the past several days. ATCO is currently working safely to switch critical infrastructure over to generator power. This includes: the waste water treatment plant, water wells, water treatment plant, traffic lights, the hospital, Jasper Activity Centre. ATCO estimates that critical infrastructure will be powered by this afternoon.
The Municipality of Jasper and Parks Canada will be providing direction to ATCO to determine a staged approach to bring additional power load to other parts of town. Residents should be prepared for an extended power outage.

The community lost power around 4:00 a.m. ATCO has reported that their crews are enacting their emergency plan and working safely to switch over to generator power for critical sites.

Saturday, September 3rd at 5:50pm Update:
Specialized firefighters are on the ground building a protection line between the powerline and the perimeter of the Chetamon wildfire, which is currently 500 metres above distance from the powerline. Parks Canada is working very closely with ATCO to protect the power poles, which have special fire protection wrapping and can withstand surface fire activity. Specialized structural protection contractors are being deployed to install high-volume sprinklers along critical infrastructure and visitor facilities.
Six helicopters are now dedicated to this over 400 hectare wildfire, focused on bucketing water onto the lower slopes of the highly visible wildfire. There are currently 47 Parks Canada firefighters and personnel committed, with another 30 more joining the team on Sunday.
Strong and gusting winds along with unseasonably hot weather are making firefighting efforts challenging, but the fire is currently only spreading Northeast on mid and upper slopes from Chetamon peak toward Vine Creek.
