What's the difference between the two meetings?

Committee of the whole = discussion/questions

Regular Council Meetings = decisions

At Committee of the Whole Meetings, Councillors:
  • review presentations from residents, community members and administration
  • discuss the presentations
  • ask questions to clarify their understanding of the subject
  • may make a motion to have administration work on something and then bring a more detailed presentation back to committee
Ultimately, Committee of the Whole recommends when something is ready for a decision by Council. Once Committee has recommended that Council make a decision, the report will appear on a Council agenda (for a regular Council meeting).

You can think of a Committee of the Whole meetings as a large discussion between Councillors and presenters to better understand the topic and possible action they can take.

Regular Council Meeting:

Councillors make decisions on topics and requests that were already discussed in a Committee of a Whole meeting. Usually, something must be discussed at committee of the whole before it is decided on at council.
