Municipal Underground Services - FAQ

Phase 1: Cabin Creek, Lodgepole and Miette Areas 

Time: Construction began in May in the following areas with a completion date of July 31st, 2026. 

  • Cabin Creek

  • Lodgepole (R4) 

  • Maligne Avenue / Miette Avenue 

Work for Phase 2 started in August with an anticipated completion of Fall 2026. 

Phase 2 includes repairs and upgrades to municipal underground water and sanitary infrastructure. This project includes two types of underground infrastructure work:  

CC (water service valve) work: Repairing or replacing the valve that controls the municipal water supply to your property. This work may require excavation near the rear property line.  

CIPP (sewer pipe lining) work: Repairing the sanitary sewer using a trenchless lining method that requires little or no excavation.  

The work required at each property will depend on existing infrastructure and site conditions.

A CC is a municipal water shutoff valve placed on the line connecting a home or building to the main line. CC valves are usually located near the property line and control the water supply to your home. These valves allow water to be shut off and restored as needed.  

Depending on the neighbourhood, CC valves are either located in the front of the home near the property line or located in the alleyways. For Phase 2 of this project, CC valves are located in the alleyway at the rear property line.  

CIPP (cured-in-place pipe lining), is a trenchless method used to rehabilitate existing sanitary sewer pipes. A liner is installed inside the existing sewer pipe and cured in place, allowing the sewer to be repaired with little or no excavation.

As a result of the Jasper Wildfire, some properties’ CCs/ service valves and service laterals were damaged. Completing this work before, or alongside, home rebuilding will help reduce future disruptions and make it easier for rebuilt homes and properties to connect to municipal services. As new homes and buildings are constructed, it is important that they connect to updated municipal infrastructure where upgrades are needed. In addition to addressing wildfire-related damage, this work provides an opportunity to repair or replace aging CCs/service valves in these neighbourhoods while crews are already conducting underground infrastructure work. Doing this work now will help avoid additional excavation and construction impacts in the future.    

Affected leaseholders will receive advance communication through email and door knocking notifying them that work will be happening on their property. Phase 2 work will take place in the neighbourhoods highlighted in the map below: 

Affected leaseholders will receive advance communication through email and door knocking about upcoming work. As work progresses toward a property, a physical notice will be placed on the property's door advising of the anticipated date of work. 

Residents can expect this notice approximately one day before work is scheduled to begin at their property. 

Schedules may change due to construction conditions, weather, site conditions or other factors. 

The duration of work will vary depending on the scope of work and site conditions. 

CC/service valve work is generally expected to take a few hours at an individual property when there are no complications. 

CIPP work may occur over several days, impacts to individual properties are expected to be limited to a period of up to 24 hours. Residents should follow the guidance communicated to them prior to the work taking place. 

For CC/service valve work, water and sanitary services may be temporarily interrupted while the work is completed. These interruptions are expected to last approximately 10–15 minutes. A contractor will knock on the door to advise residents when the temporary service interruption is about to occur. 

For CIPP work, sanitary sewer capacity will be temporarily limited. Residents will receive instructions about reducing wastewater use during this work.

Residents should: 

  • Use toilets sparingly. 

  • Avoid laundry. 

  • Avoid showers and baths. 

  • Avoid using dishwashers. 

  • Avoid other high-volume water use. 

Residents should plan for the restriction to last up to 24 hours, although normal service may be restored sooner. 

Continued water use during this period may result in a sewer backup into your home. Any backup resulting from wastewater use during the service limitation will be the responsibility of the leaseholder.  

Impacted properties will receive complimentary passes to the Jasper Fitness and Aquatic Centre for shower access during the service disruption.

Yes. Residents should expect temporary traffic disruptions and, in some locations, alley closures while CIPP and CC work is underway. 

Residents and visitors should follow all posted traffic and construction signage and be prepared for temporary changes to access. 

For properties where CC work requires access from the rear property line or alley, garage access may be temporarily restricted or blocked while work is underway. 

Residents who normally access their garage from the alley are asked to move their vehicles to the front of their property before work begins. 

Temporary access to portions of private property may be required to safely and efficiently complete municipal work, particularly where municipal infrastructure is located near the property line. 

The Municipality and its contractors will only access areas necessary to complete the work. 

CC work may require excavation on portions of a property. Depending on the location and extent of the excavation, landscaping, fencing, driveways or other hardscaping may need to be temporarily disturbed. 

The Municipality will restore areas disturbed as a result of the municipal work to similar condition. The appropriate restoration approach will depend on the nature and extent of the work and the conditions at each property. 

Some restoration may need to be completed later in the construction season or deferred until the following construction season. Affected leaseholders will be provided with information about the anticipated timing of restoration where immediate restoration is not possible. 

If municipal work may affect access to your yard, residents with children or pets should contact the Jasper Recovery Coordination Centre if there are specific safety considerations contractors should be aware of.

If you are planning work that could be affected by future excavation such as a new driveway, landscaping, fencing or other improvements - please contact the Municipality's Construction Coordinator before proceeding. 

Coordinating planned work with the Municipality can help prevent newly completed work from being disturbed by upcoming municipal servicing work.

If your property is actively being rebuilt, the Municipality asks leaseholders, builders and contractors to coordinate municipal servicing work with the ongoing rebuild. 

The Municipality's contractor may require at least 10 metres of clear workspace from the rear property line into the property to safely complete the work. 

Please ensure construction materials, vehicles, equipment, trailers and other obstructions are removed from the required work area before municipal work begins. 

Depending on the stage of your rebuild, your builder or contractor may also need to coordinate directly with the Municipality to coordinate private servicing work with the municipal infrastructure project. 

The Municipality will review the municipal servicing requirements at properties that have already been rebuilt. If municipal work is required at your property as part of Phase 2, the Municipality will contact you or your builder directly.

Municipal servicing work completed before rebuilding is intended to support future construction by addressing municipal water and sewer infrastructure in advance. 

Completing this work now can help simplify future servicing connections and reduce the need for additional excavation and construction disruption once rebuilding begins. 

If the required work area is clear, no further action is required from the leaseholder unless the Municipality or its contractor contacts you directly.

No. Residents do not generally need to be home while municipal work is underway. 

However, a contractor will notify residents directly about a temporary water or sanitary service interruption during CC work. If there are specific access or safety considerations at your property, please contact the Municipality in advance.

The Municipality of Jasper's contractor is exempt from the municipal noise bylaw and may work outside regular bylaw hours, including weekends and holidays. 

This exemption allows the contractor to maintain the project schedule and respond to construction requirements.

There is no cost to leaseholders for municipal work included in the Municipal Underground Services Project. 

Leaseholders remain responsible for private servicing work on their property, including private connections between their home and the municipal infrastructure, where applicable.
