Established in 2023, the Jasper Municipal Housing Corporation (JMHC) develops and manages community housing to meet Jasper’s needs. A Municipally Controlled Corporation (MCC) wholly owned by the Municipality of Jasper, it provides focused oversight of housing assets and advances housing solutions for the long-term benefit of the community. 

Projects 

JMHC’s first residential project is The Alder, a 40-unit rental development intended to increase access to affordable housing in Jasper.

Governance Framework 

JMHC’s governance separates municipal ownership, board oversight and corporate administration. 

Municipal Shareholder: The Municipality of Jasper is JMHC’s sole shareholder. Council appoints directors and acts on shareholder matters. 

JMHC Board of Directors: The Board provides corporate oversight, sets direction and monitors the corporation’s performance and stewardship. 

Corporate Officers: The CEO and Secretary-Treasurer support the Board; they maintain corporate records and oversee administration and financial reporting. The municipal CAO and Housing Manager occupy these Officer roles. 

Corporate Controls 

The corporation operates under municipal and corporate requirements, with policies and resolutions that define authority and accountability. 

Corporate Foundation: JMHC is incorporated under Alberta’s Business Corporations Act and governed by its corporate bylaws. 

Board Policies: The JMHC Board of Directors establish policies to guide the operational and governance practices of the organization. 

Shareholder Direction: A Unanimous Shareholder Agreement and Municipal Policy B-123, Jasper Municipal Housing Corporation Shareholder Policy defines the relationship with Council.
