The Alder

New homes are taking shape at 737 Connaught Drive. The Alder will provide 40 rental homes, including fully accessible apartments, providing Jasperites with new, energy efficient, affordable housing options. This is the first housing development of the Jasper Municipal Housing Corporation (JMHC), which is wholly owned by the Municipality of Jasper.

The Alder is being developed as below-market rental housing with support from our funding partners, Canada Mortgage and Housing Corporation (CMHC) and the Government of Alberta – AHP Program. Parks Canada is also a major partner, providing land at a nominal fee.

The planned opening is early 2027, subject to construction completion. The confirmed move-in schedule will be shared with successful applicants.

The Homes

  • 8 fully accessible one-bedroom apartments

  • 16 one-bedroom apartments

  • 16 two-bedroom apartments

  • A range, refrigerator, dishwasher, microwave and window coverings in every home.

  • A patio or deck, with shared laundry on the main floor and elevator access.

Heat and water are included in rent. Electricity is billed separately based on metered use.

The Alder is designed to provide below-market rental housing for Jasper households with a range of incomes.

Monthly rents will range from $970 to $1,200 for one-bedroom apartments and $1,100 to $1,630 for two-bedroom apartments. Heat and water are included, while electricity and optional services such as parking are additional.

The Alder offers different rental rates to help make housing accessible to households with different financial circumstances.

The lowest rental rates will be prioritized for households with the lowest incomes. For example, a one-bedroom apartment may rent for $970 per month at the minimum rental rate, or $1,200 per month at the mid-range rate.

However, rent is not determined by income alone. The specific rental rate offered to a successful applicant will depend on their household income, eligibility under funding programs, application priority and the units available.

Applicants will be advised of the monthly rent for their specific apartment before being asked to accept a housing offer.

Because The Alder is being developed with funding from partners (Government of Alberta, CMHC  and Parks Canada), there are program requirements around eligibility and affordability. Funder requirements result in a portion of units to be rented at Minimum, Mid and Near-Market rental rates with corresponding Housing Income Limits (HILs). These different rental bands support households with a range of incomes.

Units rented at minimum and mid range MMR (median market rent) have income and asset limits attached as per the Alberta Affordable Housing Partnership Program.

Income (HILs) Limit

Asset Value Limit

Maximum $72,500 individual

Maximum $80,000 household

Maximum $25,000 individual,

Maximum $50,000 household

About Asset Value Limits

Assets Counted (included in limit): Bank accounts, real estate or property, recreational vehicles, other liquid or non-exempt investments and personal property.

Excluded Assets (not counted toward limit): Primary vehicle, Registered Retirement Savings Plans (RRSPs), Registered Education Savings Plans (RESPs), Registered Disability Savings Plans (RDSPs), Registered Retirement Income Funds (RRIFs) Tax free savings accounts, Essential personal belongings.

Median Market Rent (MMR) is the midpoint monthly rental price for a specific housing unit type (such as a studio, 1-bedroom, or 2-bedroom) in a given geographic area. This means half of the rental units in that market cost more than this amount, and half cost less.

Under the AHP Program units at the minimum rental rate will be allocated to applicants with the lowest income.

Minimum Funder Affordability Requirements:

  • AHPP – Mimimum 10% of units at minimum rent and maximum of 30% of units at near market and market rent

  • CMHC – 30% of units rent must be below 80% of MMR

  • Parks Canada – All units rent at or below 90% MMR

A household’s eligibility and rental rate will depend on income and asset value, availability of units and prioritization score as determined through the application process.

All applicants must be an Eligible Resident under the National Parks Act. If you work for a business in Jasper or retired after working in Jasper for 5 years, the spouse or dependent of either, you are an eligible resident. If you are unsure of your status, Click Here to learn more about eligible residency.

No supporting documents are uploaded with your application. All information provided at Stage 1 of the application is self-declared. Applicants who proceed to Stage 2 of the process will receive a secure email link from housing staff to upload verification documents.

Applicants will be sorted into the appropriate unit stream based on household size and accessibility needs. Accessible units are prioritized for households requiring accessibility features.
1-Bedroom units are prioritized for individuals and couples.
2-Bedroom units are prioritized for households with minor dependent children.

The application form includes questions to help us prioritize applicants. These were thoughtfully considered and approved by the JMHC Board. The prioritization criteria are grouped under two themes; Housing Benefit and Community Sustainability.

The Housing Benefit criteria identify applicants experiencing the most significant barriers to obtaining suitable housing, including displacement, unstable housing arrangements, overcrowding, and severe affordability pressures.

Community Sustainability criteria recognize factors that support Jasper's long-term viability, such as maintaining a stable workforce, encouraging long-term residency, and supporting households that contribute to essential community functions.

We expect to receive more applications than there are units available, and understand that some applicants may be disappointed with the outcome. Applications will be reviewed using the published eligibility and prioritization criteria, with offers made based on funder requirements, unit availability and suitability. We appreciate all applicants’ interest in The Alder and the time taken to apply.

STAGE 1: Application and priority review

1. Applicants complete and submit the application form (below) with information about their household, eligible residency, income, current housing and circumstances related to the JMHC Board approved prioritization criteria, resulting in a prioritization score.

2. Staff check that applications are complete and sort eligible households into unit streams.

3. Under each unit stream, staff rank applications by funder program requirements and prioritization score.

4. In ranked order, a number of applicants, that correspond to the number of units available, proceed to the verification stage.

STAGE 2 Verification and unit allocation

5. Applicants who reach Stage 2 will receive a secure email link from municipal housing staff, to upload supporting documents to verify their income and prioritization claims.

6. A limited tenancy assessment and Statutory Declaration is completed.

7. Successful applicants are notified that they have been allocated a unit.

8. Upon acceptance, lease and other documents are signed by both parties.

The application intake period will be open until Sunday, November 15th at 11:59pm MST
