Estimated Cost: $20.4 million

In 2019 the Municipality of Jasper secured $3,053,515 in provincial grant funding and $3,664,584 in federal grant funding towards a major renovation of the Activity Centre, Arena, and Fitness & Aquatics Centre facilities. Since August of 2021, administration has engaged a Project Management firm (WSP), a Prime Consultant (GEC Architecture), a Cost Consultant (DMC Cost Management) and a Construction Manager (Carlson Construction).

On February 22, 2022, Committee provided direction to administration on which design concepts should be further developed for Council’s consideration. On May 3, 2022, Council approved an expanded project scope and a total project budget of approximately $14 million. On September 27, 2022, Council approved the adjustment of the project scope to continue the design process with three (3) new arena dressing rooms and endorse the design concept of non-gendered change rooms in the aquatics centre.

On June 20, 2023, Council approved the increasing the Recreation Renovation Project budget by a total of $6.4M, to be funded by debenture. The cost increase is due to the impact of inflation since the project concept was originally developed.

The project willaddress significant lifecycle reinvestments in mechanical and electrical systems; improve physical accessibility and inclusion in a number of areas; fully renovate and modernize Aquatics Centre changing areas; fully renovate all existing Arena dressing rooms while adding an additional 3 new dressing rooms.

The staged re-opening of the Aquatic Centre will not start in Q1 of 2024 as anticipated. Previously unknown site conditions that required extensive hazardous materials removal, and significant re-design have affected the Aquatic Centre construction timeline. The Aquatic Centre is now anticipated to open in mid-Q 2 of 2024. We know that residents are eager to get back into the Aquatic Centre, and we apologize for this unanticipated extended closure.

The Activity Centre basement and upper Curling Lounge will not re-open in Q2 of 2024 as anticipated due to site conditions related to the elevator placement and existing building structure constraints. The anticipated competition date for these areas has been extended to Q3.

Beginning Sunday, December 3rd, Bonhomme Street will be closed in front of the Jasper Activity Centre & Arena and Our Lady of Lourdes Catholic Church. 

The sidewalk on Bonhomme Street from Elm Street to the Fitness & Aquatic Centre, Museum, Catholic Church, and the parking lot/ recycling depot will remain open during the closure, as well as access from the parking lot to the Fitness & Aquatic Centre. Detour signage will be posted in the area, and the main parking lot and recycling centre will be accessible via the West entrance/exit.

This closure is necessary to accommodate steel installation work, and is anticipated to last until December 16th

The temporary external Arena dressing rooms arrived in Jasper today. These temporary dressing rooms are two 60-foot modular buildings, and will have two 12 foot by 30 foot rooms in each, for a total of four temporary dressing rooms. These modular buildings have been placed beside the Arena on Pyramid Lake Road. 

Tourism Jasper and the Municipality of Jasper will be completing the required permitting, and other requirements to make these temporary dressing rooms operational over the coming weeks, and ready for tournaments and league games in December. 

We look forward to having this increased level of service during the renovation project, and we would like to thank Tourism Jasper for their efforts in making this a possibility.

With recreation activities returning to the Jasper Activity Centre, there has been an increase in traffic in the Commemoration Park parking lot. 

To make the parking lot safer and more accessible for community members accessing the facility daily, we are making some changes to the parking time limits in this lot.  

The parking stalls directly next to the Activity Centre in the Commemoration Park parking lot will become 15-minute only parking. Signage will be put up in the coming weeks and this will be enforced during peak times.   

We want to take this opportunity to remind everyone that there is access to the Jasper Arena from Pyramid Lake Rd, and the parking lot on Bonhomme Street on the other side of the Recreation Facility is available for longer term parking.

Visitors to the Activity Centre can expect to see workers in protective clothing while abatement work is being conducted, as this is required by the Alberta Occupational Health & Safety Legislation when working with hazardous materials. It was another busy week for the Jasper Recreational Facilities Renovation Project with the ongoing installation of site services including waterlines and stormwater lines. 

 Here’s what happened this week:

  • Ongoing demolition of dressing rooms and other areas. 
  • Abatement preparation work.

  • Low risk asbestos abatement work.  
  • Ongoing demolition work.

Starting Tuesday, August 15th, low-risk hazardous material (vermiculite) removal work will be taking place on the south exterior wall. This work poses no risk to the public.

It was another busy week for the Jasper Recreational Facilities Renovation Project, starting with Bonhomme Street being closed in front of the Jasper Activity Centre to allow construction crews to install underground services including water and sewer lines. Carlson construction has stated that work is on schedule, and still anticipate for this closure to remain in effect until August 18th.  

Here’s what else happened this week:

  • Ongoing demolition of arena dressing rooms. 
  • Started asbestos abatement work which includes a set of procedures specifically designed to control the release of asbestos fibers from asbestos-containing materials that are located in the Jasper Activity Centre. 
  • Disconnection of mechanical and electrical in demolition areas. 
  • Installation of temporary walls in the arena.  

Plans for next week: 

Construction will shut down for the long weekend, and crews will be back on-site Tuesday morning.

It was a busy week for the Jasper Recreation Facilities Renovation Project, and significant changes are now visible at the Jasper Activity Centre and the Arena. 

 Here’s what happened this week:

  • Electricians were on-site disconnecting any electrical required for demolition, and reviewing the site for upcoming electrical work that will be required. 
  • Demolition subcontractors removed two exterior canopies on the arena, and the reception desk. 
  • Removal of all concrete sidewalks and asphalt in the fenced off area.
  • Survey layout conducted to determine location of site services and new foundations. 
  • Private locates determined where underground utility lines are located. 
  • Beginning stages of site services installation: water supply and distribution services, and sanitary sewer collection. 
  • Ice plant testing. 

Plans for next week:

  • Ongoing demolition of arena dressing rooms.

  • Installation of temporary walls in the arena. These walls are called “hoarding walls” and are installed around a construction site while construction is going on and is then taken down once the work is finished.

Carlson Construction crews were on-site early Monday morning, kicking off the Jasper Recreation Facilities Renovation project. 

Here’s what happened this week:

  • Bonhomme Street entrance/exit was closed and fenced off, and a temporary entrance/exit is at the Commemoration Park doors. 
  • Wildflowers Childcare received a new, temporary entrance to ensure safe access throughout construction.
  • Diggers were on-site, and all of the old rubber mats and general main entrance area has been removed.
  • The new ice plant received sod, making this part of the renovation complete.

Plans for next week:

  • Electricians will be on-site disconnecting any electrical required for demolition, and to review the site for upcoming electrical work that will be required.

Residents in the area and visitors at the Jasper Activity Centre can expect lots of construction activity, which will be loud at times.

We’re excited to announce that construction for the Jasper Recreation Facilities Renovation Project will begin starting on Monday, July 17th

The project will enter a significant milestone as the contractor, Carlson Construction, will begin demolition work, marking an important step towards revitalizing the Activity Centre, Arena, and Fitness & Aquatic Centre facilities. 

Starting Monday, July 17th the Bonhomme Street entrance/exit (west) will be closed to ensure the safety of residents, staff, and workers in the area.  

  • Parents, guests, and users of these facilities are kindly requested to use the Commemoration Park (east) entrance/exit to ensure continued access to the Activity Centre and Wildflowers Childcare facility. Signage and guidance will be in place to assist with the new access route, ensuring a smooth transition for all users.  
  • The Activity Centre Front Desk has been relocated to the old registry office, and signs are in place.   
  • Glenda’s Concession will remain open throughout the construction phase. 
  • East parking lot (Commemoration Park) : 
    • Municipal staff have been asked to park in the large parking lot on Bonhomme, or on the street.
    • Additional bike racks have been installed to ensure we have adequate space for those that are biking. 
    • We would like to remind people to stay safe and vigilant in the parking lot due to the increase in usage. 

The full closure of the Bonhomme Street (west) entrance/exit is necessary to facilitate the demolition process and prepare the site for the exciting improvements to come. We expect the closure to be in place from July to November.
