Street and Public Space Use Permit

A Street and Public Space Use Permit (SPSU) is needed when you wish to use public space and obstruct the normal use of the street or public area. This includes:  

  • Closing a road, lane, parking stall or sidewalk  
  • Parking a business or construction-related vehicle for longer than the posted limit  
  • Stationing a mobile crane or construction machinery on the street 
  • Loading or unloading construction material*, machinery, or equipment on the street 
  • Placing a construction waste bin on the street 
  • Erecting scaffolding on the sidewalk 
  • Excavating in a public space 
  • Using street, sidewalk or parking lot space for an event or filming project that is adjacent to a booked Municipal facility or park 

*Note: Storage of organic materials (e.g. soil, rocks) is not permitted through the Street and Public Space Use permit program. Organic material should be stored on private land only.

Sample Traffic Accommodation Plan 

Your application will need a traffic accommodation plan (TAP). The Municipality has created sample TAPs to help you with closing an alley, creating pedestrian/sidewalk detours, and closing the parking lane and sidewalk. Please note in your application if you would like to use a pre-approved traffic accommodation plan. You may be asked to provide additional details or complete a custom traffic accommodation plan if the pre-approved plans do not meet the needs of the closure.

Rebuild SPSU Permits 

The Municipality of Jasper is now issuing Rebuild SPSU Permits to coordinate the use of land in front of and behind a site without requiring an SPSU for each closure. This means you can use and/or close the parking lane, sidewalk, driving lane and back alley when you need to.  

Traffic accommodation plans are still required for each type of closure (i.e. parking lane, sidewalk, driving lane, and back alley), but these permits will allow the Municipality and contractors to handle changes to construction timelines and delivery schedules much more easily. 

If you are interested in this option, please note this specifically when you apply through the online application form. Excavations on municipal land or full road closures require a separate SPSU even if you have a rebuild permit. 

Designated Laydown Areas 

To ease pressure on in-town laydown space, the Municipality offers designated sites for longer-term storage and staging. Contractors can apply for these lower-impact sites through the Jasper Rebuild Laydown Site Application Form. 

 Permit Fees  

Permit fees were established by Municipal Council through Bylaw #260: Rules and Fees Bylaw 2024. This refined public-space fee structure was designed to support rebuild; the decision and supporting details can be found in the official agenda and minutes of Committee of the Whole meeting of May 13, 2025.   

Applicable fees will be provided to you in the form of an invoice that must be paid prior to permit validation.

Ongoing use of public space 

$1.50 per m² per month when public land in town is occupied for more than seven consecutive days 

Short-term use of public space 

No ongoing fee when land is used for seven days or fewer

The completed SPSU Permit Application must be submitted a minimum of five (5) business days prior to your project start date. This time allows us to coordinate with all parties and ensure hazard control measures are in place. 

Please read the application carefully. You will need the following information handy before you start:  

  • Contact Information 
  • Jasper business licence number (if applicable) 
  • Description of work 
  • Exact location and area needed, including measurements (in metric units) 
  • Type of closure (i.e. parking lane, sidewalk, driving lane, or back alley) 
  • Start and end dates  

You will need to upload the following document:  

  • Your traffic accommodation plan (see sample TAPs for reference)
