Municipal Underground Services Project

As Jasper continues to rebuild, the Municipality is moving forward with an important step: repairing underground water and sewer infrastructure in fire-affected areas of the community. 

This work has been approved by Jasper Municipal Council and will be supported through the Disaster Recovery Program (DRP). The upgrades will help ensure water and sewer services in fire-affected areas are reliable and ready to support rebuilding efforts now and into the future. Doing this work now will help avoid additional excavation and construction impacts in the future.

Where work is starting 

Phase 1: Cabin Creek, Lodgepole and Miette Areas 

Time: Construction will begin in May in the following areas: 

  • Cabin Creek

  • Lodgepole (R4) 

  • Maligne Avenue / Miette Avenue 



How this affects you: 

If rebuilding on your property hasn't started yet: 
This work is intended to support your rebuild. By completing underground municipal water and sewer work now, we aim to simplify future connections and reduce construction disruption later in the rebuilding process. 

If your home is currently under construction: 
Your builder or contractor may need to coordinate directly with Municipal Operations to align servicing work with the municipal infrastructure program. Builders and contractors will be contacted directly and address any concerns or inquiries to the Municipality of Jasper’s Construction Coordinator. 

If your home has already been rebuilt and reconnected:  
The Municipality will review whether any municipal-side servicing work is still needed at your property. If work is required through Phase 1, or later through Phase 2 water and sewer main upgrades, the Municipality will contact you or your builder directly.  

Costs  

There will be no cost to leaseholders for work associated with Phase 1 of this project. 

Additional information about future phases of underground infrastructure work will be shared as project details and scheduling are finalized. 

Property Access 

This project includes repair and refurbishment of the Municipality’s underground water and sanitary services. Homeowners remain responsible for the private services required to connect their homes to the municipal system. 

To complete this work safely and efficiently, municipal crews and contractors may require temporary access to portions of private property located next to municipal rights-of-way.

Frequently Asked Questions:  

 

As a result of the Jasper Wildfire, some properties’ CCs/ service valves and service laterals were damaged. Completing this work before, or alongside, home rebuilding will help reduce future disruptions and make it easier for rebuilt homes and properties to connect to municipal services. As new homes and buildings are constructed, it is important that they connect to updated municipal infrastructure where upgrades are needed. Doing this work now will help avoid additional excavation and construction impacts in the future.   

The Municipality proceeded with the utility repair work as soon as possible, through the required assessment, design, approvals, funding, procurement, and construction processes. The project was expedited to support as much of Jasper's rebuild as possible. 

 

Depending on the condition of infrastructure at each leasehold, the following work may be undertaken by the Municipality:  

  • Replacing the CC / service valve 

  • Installing or extending the service lateral onto the property 

A CC is a municipal water shutoff valve placed on the line connecting a home or building to the main line.  CC valves are usually located near the property line and control the water supply to your home.  These valves allow water to be shut off and restored as needed. Depending on the neighbourhood, CC valves may be located at the front of the property or in the alleyway. 

  • Cabin Creek, Lodgepole and Maligne / Miette Areas . Refer to maps below. 

  • Specific lots will be communicated directly with leaseholders.

    • Cabin Creek – May and June 

    • Lodgepole (R4) - July and August 

    • Maligne Avenue/ Miette Avenue – July and August

Contractors are averaging completion of 3-3.5 service valve repairs/replacements per day, therefore construction on your property should take a few hours if there are no complications.  

Leaseholders can expect direct email correspondence prior to work commencing.

  • Yes. Leaseholders may continue to proceed with rebuilding in accordance with their permits, approvals, and builder schedules. 

  • If you are planning to rebuild this summer, please have your builder contact Stef Dolan at Ph. 780-852-3040 or at E. sdolan@jasper-alberta.ca. Builders and contractors have been notified of this requirement through the Rebuilding Jasper Industry Bulletin.

Access may be needed at portions of private property located next to municipal right-of-ways. Some CC / Service valves will be accessed at the front of the property, and some will be at the back of the property near the alleyway.

Phase 2 will include all work carried out in Phase 1, along with more complex municipal infrastructure upgrades in some locations.
