Utilities

ATCO and other utility providers are working hard to re-install utilities around town. For updates on the progress of these projects or their anticipated timelines, please visit:

Cabin Creek Utility Rebuild Project

Lodgepole Avenue Gas Main Rebuild

Trenching for Utilities in Cabin Creek

All 3rd party (gas, electric, telecommunications) in Cabin Creek (including the Patricia Street Crescent, Swift Crescent and Brewster Crescent) have now been trenched into a single shared trench on private leasehold land, with the former utility lines running parallel. To ensure safe and efficient rebuilds, all contractors must review ATCO’s deep service excavation details on their website and their attachment before beginning any work on connecting to municipal water and waste-water services.

ATCO notes the following:

  • The powerline and gas lines in Cabin Creek are now energized and pressurized. Excavating near them poses a safety risk.

  • Locates are required—they must be called in and completed prior to any ground disturbance.

  • ATCO must be notified at least two weeks before excavation begins by calling 1-800-668-2248.

  • Because lines are energized, contractors must hydrovac or hand-expose and positively identify any lines when working within 1 metre of locate flags.
Please note: additional buried facilities may be present in the area.

  • Builders are responsible for all costs associated with this work.

Cabin Creek Grading Design Plan

The combination of ground disturbance from demolition and re-installation of utilities meant that the Municipality of Jasper has had to prepare a new community grading plan for Cabin Creek West to maintain pre-existing grades and stormwater flows in the neighbourhood.

The grading plan identifies elevations at the property lines of each lot in Cabin Creek and should be used to set 'design grades' at property lines.

See the Cabin Creek Community Drainage Plan

If you or your builders have any questions about drainage, please do not hesitate to reach out to muniapprovals@jasper-alberta.ca.

Fees

Below is a fee table that is intended to identify all potentially relevant fees that may apply to someone as they navigate the rebuild. *Note that not all fees will be applicable.

Maximum Load Dimensions entering the Jasper Townsite

The Jasper townsite’s entrances have height restrictions because of existing overhead infrastructure:

Maximum Loaded Height
East entrance
5.1 meters (16 ft 8.5 in)
West entrance
4.8 meters (15 ft 9 in)
Hazel Avenue (middle entrance)
Traffic Light clearance at Hazel Avenue – 5.5 meters (18 ft). Lights can be moved by MoJ Operations Department staff if needed.

Municipality of Jasper Prohibited Vehicle Permit:

Vehicles that are oversize, overweight or being operated for the purpose of moving a building require a Municipality of Jasper Prohibited Vehicle Permit.

Application Process

  • Submit the application a minimum of 10 business days prior to the move date for review. Contractors are encouraged to reach out as soon as they know about a move to coordinate the route through town even if the final date is not yet known. We will help ensure that your delivery does not conflict with other deliveries arriving into Jasper.
  • Delivery contractors working in town are also required to obtain a Jasper Business License and include the Municipality of Jasper as an additional insured on their insurance for the duration of the move. See the application form for full details.
  • If you have questions about a home move or other prohibited vehicle permit application please contact bylaw@jasper-alberta.ca directly.

Delivery Route for Manufactured Homes in the R4 District

The most common oversize load entering Jasper is expected to be manufactured homes arriving in the R4 District. All oversize loads coming into the townsite should review constraints and contact local utility franchisees to avoid damage to deliveries and infrastructure.

The preferred route for manufactured homes being delivered into the R4 area is to enter the townsite using the Hazel Avenue (middle) entrance, proceed west along Connaught Drive, turn right onto Pine Street, then turn left at and proceed west along Patricia Street. Finally turn right onto Ash Avenue and onto the final destination.
